On December 3-5, 2014, RIAC Program Assistant Maria Gurova took part in the Global Cyberspace Cooperation Summit V held in Berlin and sponsored by the EastWest Institute and German Ministry of Foreign Affairs. The forum gathered about 300 participants including delegates from the government, academia, media (Der Spiegel, et al), major corporations (Microsoft, Comcast, PriceWaterhouseCoopers), numerous NGOs from the United States, Europe and Asia. During two days seven groups were discussing the development of the Internet and cyberspace, security, creation of mechanisms for the cyberspace regulation and international interaction. The final gathering was devoted to international regulation of the Internet, enhanced protection of national infrastructures, prevention and nonproliferation of cyber weapons, big data technologies and Internet anonymity.

The event was opened by Bruce McConnell, Senior Vice President of the EastWest Institute, after which the audience was welcomed by German Federal Minister for the Interior Thomas de Maizière and Norbert Riedel, Commissioner for International Cyber Policy of the Federal Foreign Office.

The forum gathered about 300 participants including delegates from the government, academia, media (Der Spiegel, et al), major corporations (Microsoft, Comcast, PriceWaterhouseCoopers), numerous NGOs from the United States, Europe and Asia.

During two days seven groups were discussing the development of the Internet and cyberspace, security, creation of mechanisms for the cyberspace regulation and international interaction. The final gathering was devoted to international regulation of the Internet, enhanced protection of national infrastructures, prevention and nonproliferation of cyber weapons, big data technologies and Internet anonymity. 

Special attention was attached to providing the cyberspace with a single legal mechanism, since its absence severely hampers international cooperation and generates a friendly environment for cyber terrorism and spread of illegal content.

RIAC is doing a lot to research the issues related to the Internet use by states and has published Working Paper “Russia and the Challenges of the Digital Environment” followed by series of interviews on Internet technologies, one of them with Ilya Anikin, Director General of IQ One, which may be found at link.
