On September 15, 2025, a delegation from the Shanghai Institutes for International Studies (SIIS) visited the Russian International Affairs Council (RIAC). Russian and Chinese experts discussed current international events and political trends, and exchanged their views on the key challenges for Russia and China in new circumstances.
During the discussion, particular attention was paid to the evolution of Russia's and China's relations with the United States, India, and the European Union. The dynamics of cooperation with the United States are crucial not only in a settlement of the Ukrainian conflict, but also in fostering sustainable multilateralism and building a more fair multipolar world order. Chinese experts pointed out the increasing weaponization of the U.S.– China trade relations and the degradation of EU-China economic cooperation. Russian experts assessed the consequences of the Alaska summit for stabilizing the situation in Europe.

The parties exchanged views on the impact of secondary sanctions, tariff and non-tariff restrictions imposed by the United States and Western countries on the global economy. There is an obvious need to strengthen regional platforms, in particular the SCO, in order to overcome the negative trends in global cooperation caused by these measures. In this context, the global governance initiative put forward by Xi Jinping at the SCO summit in China in September 2025 was discussed as one of the approaches to addressing existing systemic issues of interaction in the international arena.
On the Russian side, Ivan Timofeev, RIAC Director General, Vasily Kashin, Director of the Centre for Comprehensive and Strategic Studies at HSE University, Andrey Evseenko, Deputy Director for Scientific Work at the Georgy Arbatov Institute for U.S. and Canada Studies of Russian Academy of Sciences, and Julia Melnikova, RIAC Asia and Eurasia Program took part in the meeting.
The Chinese side was represented by Chen Dongxiao, SIIS President, Zhao Long, Deputy Director of the Institute for International Strategic Studies at SIIS, Cao Jiahan, Senior Research Fellow at the SIIS Center for Russian and Central Asian Studies, and Qiu Haiyan, Research Fellow at the SIIS Center for Russian and Central Asian Studies.
