July 21, Russian President Vladimir Putin signed a law on Russia's accession to the WTO.
It is a decisive step towards the integration of Russia into the global economy. As a result of unprecedented complex and marathon negotiations it became possible to provide the optimal conditions for accession of our country to the World Trade Organization.
However, we have to realize that if strategically the accession to the WTO provides doubtless advantages for Russia, the process of adaptation to the organization’s conditions may not be easy and painless. Only joint efforts of government, business, expert organizations and civil society institutions will minimize the inevitable costs.
Russian International Affair Council believes that Russia's membership in the WTO, uniting the vast majority of the world, has no reasonable alternative. This membership poses fundamentally new challenges for Russia's foreign economic strategy; it is strongly required to enhance its effectiveness. A great work should be carried out in order to form a system of bilateral and regional agreements liberalizing trade and investment (including the areas outside the CIS). It requires reduce of existing control mechanisms, which manage the import, in an effort to put the interests of protection of Russian economy’s priority sectors in the center of our efforts.
RIAC will consider problems, arising from the entry of Russia to the WTO, as a priority in the planning and implementation of scientific and analytical, information and education projects.
