On February 20th, 2017 a second expert meeting on the elaboration of Russia’s migration strategy in the framework of the joint project of the Russian International Affairs Council (RIAC) and the Center for Strategic Research (CSR) took place at the RIAC.
During the first discussion of the strategy hold on November 14th, 2016 key goals and tasks as well as the basic thesis of the strategy were identified. The objective of the second meeting was to elaborate on specific measures concerning the implementation of this strategy. Experts noted that the migration strategy has to be adopted in line with the basic development strategy of the country and should become one of the main tools for solving the demographic, economic and social problems.
Meanwhile, the current Russian migration legislation is highly contradictory, and the observed tendencies of its implementation demonstrate that migration and migrants are still perceived in Russia rather as a "threat" than as a potential resource for the country’s development.
