On November 30 – December 1, 2013 the XXI ordinary session of the Council on Foreign and Defense Policy took place in the “Lesniye Dali” resort (the Moscow region). The issues of preserving and developing human capital in Russia in the long-term perspective were the main topicsof theevent. It was the interim results of the Council on Foreign and Defense Policy flagship research program “Strategy XXI” (“Man as the main asset of the State”) presented at the Assembly that served as the basis for the discussion.

The moderators of sessions of the Assembly were Sergey Karaganov, Honorary Chairman of the Presidium of the Council on Foreign and Defense Policy, Dean of the Faculty of World Economy and International Affairs of the National Research University – Higher School of Economics, RIAC member; Fedor Lukyanov, Chairman of the Presidium of the Council on Foreign and Defense Policy, editor-in-chief of the journal “Russia in Global Affairs” and Vladimir Ryzhkov, co-chairman of the party “RPR-PARNAS”.
During the first session of the Assembly (“Foreign Policy-2025 – future priorities and actions they will require”) the Head of the Federal Agency for the CIS Affairs, Compatriots living abroad and International Humanitarian Cooperation, RIAC member Konstantin Kosachev together with RIAC Director General Andrey Kortunov made their speeches. Anatoly Adamishin, Aleksey Arbatov, Vladimir Lukin and other RIAC members and experts also took part in the discussion.
Working papers, reports and other RIAC materials published in 2013 were presented to the participants of the Assembly of the Council on Foreign and Defense Policy.
