On March 26, Expert Board on the Arctic and Antarctic under the Chairman of the Federation Council was held in Moscow. Chaired by Arthur Chilingarov, Federation Council member and Russian President’s Special Envoy on International Cooperation in the Arctic and Antarctic, the event was attended by representatives of the legislative and executive bodies, scientific community, and key experts on development of the Arctic region.

The report of Alexander Vylegzhanin, Head of International Law Department of MGIMO-University and Vice-President of the Russian Association of the Law of the Sea, incorporated RIAC’s Arctic papers, i.e. Proposals for the Roadmap on Development of International Law Basics of Russia’s Cooperation in the Arctic and International Cooperation in the Protection of Environment and Rational Use of Biological resources in the Arctic Ocean.
The session focused on discussion of the Strategy for Development of the Russian Federation’s Arctic Zone and Ensuring National Security until 2020 approved by President Putin and draft Federal Law on the Arctic Zone of the Russian Federation. Participants suggested various ideas on improvement of the documents and development of mechanisms for Russia’s cooperation with neighbor countries among other things aimed to provide legal protection of Russian interests in the region.
