On July 5-6, 2015, Helsinki was the venue of the final seminar under the Helsinki+40 project held to discuss the final version of the report compiled on the basis of debates and analytical materials produced by think tanks during the project period. The report and key project conclusions were submitted on July 6 at the Plenary Session of the OSCE PA 24th Annual Session devoted to the 40th anniversary to the signature of the Helsinki Final Act and opened by the president and foreign minister of Finland. The audience was addressed by leaders of the project-related think tanks, who shared their vision of the situation and presented the main project conclusions. Dr. Timofeyev spoke on behalf of RIAC.

The event was attended by OSCE PA President Ilkka Kanerva, OSCE PA Secretary General Spencer Oliver, GMF Senior Vice President Ivan Vejvoda, Director of Swedish Institute of International Affairs Mats Karlsson, RIAC member Professor Andrey Zagorsky of MGIMO-University, Director of the Finnish Institute of International Affairs Teja Tiilikainen, former Ambassador to the OSCE Jaakko Iloniemi, former Head of the OSCE Mission to BiH Nina Suomalainen, RIAC Program Director Ivan Timofeyev, and RIAC Program Manager Natalia Yevtikhevich.

Notably, the session was in a way extraordinary, with the Russian delegation absent because some of its members were refused Finnish visas under the EU sanctions. Participation of delegations and reasonable sanction limits were also a matter of discussion.
