The discussion focused on current international situation and international relations science, as well as opportunities and limitations of foreign policy scholars.
Mr. Lukyanov presented his original interpretation of the ongoing global processes in his invariably polemic and at the same time profound and utterly concrete manner.
Where is the interconnection of the global transformations of the state’s nature and relations between the states? In what way is democracy evolving? Why do crisis settlement mechanisms fail to work? What lessons from the 19th-century diplomacy can be drawn and applied to the current situation? How long will it take for a new global order to emerge?
”Fyodor Lukyanov has presented an excellent picture of condition of the ailing system of international relations. The patient is on the operating table in the need of surgery, his heartbeat feeble. Let us see what kind of instruments we, experts and scholars, possess for the operation? To what extent do they fit for the job?” began Dr. Timofeev, who also outlined the problems of the current foreign relations theory and touched upon the status of empirical research in the Russian foreign relation science.
Dr. Timofeev concentrated on translation of scholastic research into the language of practical politics. How to make the findings attractive for foreign policy institutions? How to formulate recommendations? What is required to make expertise helpful for decision-making?
