The organizers of the dialog on the Russian side included RAS Institute for the U.S. and Canadian Studies and RAS Institute of Europe. The meeting focused on the balance of conventional arms and armed forces of Russia and NATO in Europe.

The discussion was moderated by Sergey Rogov, Academic Director of RAS Institute for the U.S. and Canadian Studies (ISKRAN), RIAC Member. Keynote speeches were made by Vladimir Lukin, Deputy Chair of the Federation Council Committee on Foreign Affairs, RIAC Member; Wolfgang Ischinger, Chairman of the Munich Security Conference; Francois Heisbourg, Senior Adviser for Europe, International Institute for Strategic Studies (IISS); and Sergey Rogov. The event was attended by RIAC members Vladimir Baranovsky, Alexey Gromyko, and Andrey Kortunov.
