Having opened on October 20, 2019, the event focused both on the basic principles of IHL and law enforcement issues, as well as new challenges related to the development of technology and the growing activity of non-state armed groups.

Having opened on October 20, 2019, the event focused both on the basic principles of IHL and law enforcement issues, as well as new challenges related to the development of technology and the growing activity of non-state armed groups.
The discussion sessions were attended by over 50 representatives of the International Committee of the Red Cross, other international organizations and government bodies, public organizations, academic institutions and National Societies of the Red Cross and Red Crescent from a wide range of regions: Russia, Switzerland, China, the Republic of Korea, North Korea, Sri-Lanka, Nepal, USA, Syria, Libya, Turkey, Yemen, Great Britain, Sweden, Jordan, Palestine, Colombia, etc.
Ksenia Kuzmina, RIAC Program Manager, held a number of meetings with representatives of the ICRC, international experts, and humanitarian law experts on the sidelines of the event.
