Graduated with honours from the Faculty of Physics, Mathematics and Natural Sciences at Patrice Lumumba Peoples’ Friendship University (now the Peoples’ Friendship University of Russia) before going on to graduate school and then serving in the Armed Forces of the Union of Soviet Socialist Republics.

While at university, Dr. Filippov headed the Council of Young Scientists. He worked as an assistant in the Department of Higher Mathematics at Patrice Lumumba Peoples’ Friendship University. He defended his thesis in Mathematical Analysis at the Steklov Institute of Mathematics of the Academy of Sciences of the Soviet Union. Dr. Filippov was also head of Scientific Management at Patrice Lumumba Peoples’ Friendship University. He was a guest lecturer at Vrije Universiteit Brussel in Belgium and headed the Department of Mathematical Analysis at Patrice Lumumba Peoples’ Friendship University. He defended his doctoral dissertation in Mathematical Analysis at the Steklov Institute of Mathematics of the Academy of Sciences of the Soviet Union.

Awarded the title of Professor in the Department Mathematical Analysis. Headed the party committee of Patrice Lumumba Peoples’ Friendship University.

1989-1993: Dean of the Faculty of Physics, Mathematics and Natural Sciences at Peoples’ Friendship University of Russia.

1993-1998: Rector of Peoples’ Friendship University of Russia.

1998-2004: Minster of Education and Science of the Russian Federation under four Governments of the Russian Federation.

2004-2005: Assistant Minister of the Russian Federation in the field of education and culture.

2000-present: Head of the Faculty of Comparative Educational Policy at Peoples’ Friendship University of Russia (UNESCO department).

Author of over 250 scientific and methodological works, including 30 monographs, two of which have been translated into English and published in the United States by the American Mathematical Society.
