On December 20, 2023, the Russian International Affairs Council (RIAC) conducted a round table on "Strategic Autonomy of the EU: essence, manifestations and consequences for Russia." During the event, experts discussed the place of the European Union in the transformation of the world order, the correlation of the terms "strategic autonomy" and "strategic sovereignty", the practical manifestation of "strategic sovereignty" in the EU foreign policy discourse. The EU policy on regional connectivity was considered separately. During the seminar, the RIACs’ publications such as “"Strategic Sovereignty" of the European Union and the interests of Russia. From theory to political recommendations” and “Connectivity Competition: The EU’s Global Gateway Initiative” were presented.

Andrey Kortunov, RIAC Academic Director and Olga Butorina, Deputy Director of the Institute of Europe of the RAS and a member of the RIAC, addressed the participants of the event with a welcoming speech.

During the main session, reports were presented by the authors of recent publications on the topic of the seminar: Nadezhda Arbatova, Head of the Department of European political studies at the Primakov IMEMO of the RAS, Tatyana Romanova, associate professor of the Department of European studies at St. Petersburg State University, Vladislav Vorotnikov, Director and Leading Researcher at the Center for European studies at the Institute for International Studies (IIS) MGIMO of the MFA of Russia, Yulia Melnikova, program manager of the RIAC.

As a part of the discussion, the following speakers were Oleg Korneev, associate professor at the Faculty of World Economics and World Politics at the Higher School of Economics, Gleb Kotsur, assistant professor at the Department of Theory and History of International Relations at St. Petersburg University, Egor Sergeev, associate professor at the Department of World Economics and Senior Researcher at the Center for European studies at MGIMO of the MFA, Pavel Timofeev, Head of the Sector of Regional Problems and conflicts of the Department of European political studies of the E.M. Primakov IMEMO of the RAS, Maria Khorolskaya, Researcher at the Sector of political problems of European integration of the Department of European Political Studies of the E.M. Primakov IMEMO of the RAS.

At the end of the discussion in the question-answer dialogue, took part Giacomo Famigli, a graduate student of MGIMO of the MFA.

The session was moderated by RIAC’s program manager Yulia Melnikova and RIAC’s program coordinator Milan Lazovich.
