On October 28, Russian International Affairs Council and French-Russian think tank Observo held a press conference with the participation of RIAC Director General Andrey Kortunov and Observo Director Arnaud Dubien at RIA Novosti to present a joint paper “Russia and France: 20 Proposals for Long-Term Partnership.” The “20 Proposals” provide a basis for the roadmap of Russian-French cooperation under development by RIAC and Observo experts, who have elaborated a list of feasible projects for political, economic, military strategic and humanitarian cooperation. The paper covers both previously underdeveloped tracks and initiatives new for the bilateral cooperation agenda.

Answering journalists’ questions, Dr. Kortunov underlined that Moscow-Paris relationship should be seen through the prism of the Russia-EU dialogue. According to Mr. Dubien, “the Mistral deal has broken the taboo as now France can deliver weapons to Russia and Russia is free to purchase arms from NATO countries.”
Russia and France do have something to offer to each other, so their interaction should not be limited by cooperation on Syria.
