In 1979 graduated from Moscow State Institute of International Relations (MGIMO) and joined the Ministry of Foreign Affairs.

Held various positions within the Ministry and its foreign missions.

1979–1983: Attaché, Embassy of the USSR in the Netherlands.

1983–1990: Department of Arms Control and Disarmament, Ministry of Foreign Affairs of the USSR; Expert, the Soviet Delegation at INF and START negotiations.

1990–1995: Counsellor, Embassy of the Russian Federation in Belgium;

1995–1998: Head of Division, Department for European Cooperation, Ministry of Foreign Affairs of the Russian Federation; Member of the Russian Delegation at the negotiations on the Russia-NATO Founding Act;

1998–2003: Deputy Permanent Representative of the Russian Federation to NATO, Minister-Counsellor;

2003–2005: Deputy Director, Department for European Cooperation, Ministry of Foreign Affairs of the Russian Federation;

2005–2011: Director, 4th CIS Department (South Caucasus), Ministry of Foreign Affairs of the Russian Federation;

2011–2015: Permanent Representative of the Russian Federation to the OSCE, Ambassador;

2015–2019: Director-General, Department for European Cooperation, Ministry of Foreign Affairs of the Russian Federation; Member of the Collegium of the Ministry of Foreign Affairs of the Russian Federation; Ambassador Extraordinary and Plenipotentiary.

On November 5, 2019 President of the Russian Federation Vladimir V. Putin issued an Executive Order appointing Andrei V. Kelin
Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the United Kingdom of Great Britain and Northern Ireland.

Holds a diplomatic rank of Ambassador Extraordinary and Plenipotentiary, assigned in November 2012.

Speaks English, Dutch and French.

Married. Has a son and a daughter.
