The book examines the Common Strategy on Russia from three different angles, giving a comprehensive picture of the political evolution, the day-to-day implementation and the Russian perspective on the topic. The main conclusion of the book can be summed up by saying that although the Common Strategy on Russia has opened some new lines in the CFSP, such as the possibility of increased qualified majority voting and a quest for a more coherent policy towards Russia, it is still very much a work in progress with an as yet limited impact. Thus, the Common Strategy on Russia can be seen as part of a learning process which enables the European Union and its member states to come to terms with what their “real” interests towards Russia might actually be.
