In the beginning of the 1990s there have been rapid changes of the superpower relations between the United States and the Soviet Union, especially around the Korean peninsula. In October 1990, more than a hundred scholars, government officials, businessmen, and professional analysts from both superpowers and Korea gathered at the Center for American and Soviet Studies to access the political, economic, and security relations that are likely to affect this new order in the Asia-Pacific region.

This volume contains updated versions of the conference papers which were presented under the theme of “Perestroika and Korea’s Relations with the United States and the Soviet Union in Transition”. The editor’s overview chapter describes the dynamic nature of this transitional period in the Soviet Union which will undoubtedly affect the dynamics of the Korean peninsula in the 1990s. The papers and speeches reported in this volume provide a rich background and analyses for understanding the issues that will shape new relationships among the United States, the Soviet Union, and Korea.
