This book is the result of a conference convened by the Luxembourg Institute for European and International Studies in Luxembourg in January 1992. The conference had been attended by some 30 scholars and a comparable number of policy planners and advisers from the Foreign Ministers of most NACC (North Atlantic Co-operation Council) countries. This book is therefore a document of a moment when the key events were still very fresh, when the debates were extremely controversial, but also when there was still a lot of optimism regarding the outcome of certain issues. It is also a tribute to the lucid analysis of some of the finest experts of the field.
