Ambassador Extraordinary and Plenipotentiary, RIAC member. Director of the Center for Partnership of Civilizations in MGIMO University, Ph.D. in history. In the recent past, the Russian Foreign Ministry Ambassador at Large, special presidential representative for relations with the Organization of the Islamic Conference (since 2011 – The Organization of Islamic Cooperation) and other international Islamic organizations. V. Popov has held the post of ambassador of the USSR and the Russian Federation in northern Yemen, and then in the Yemen Arab Republic, the Socialist People's Libyan Arab Jamahiriya and the Republic of Tunisia. V. Popov holds his PhD in history. He is an author of monographs «Persian Gulf in the plans and policies of the West" and "Close Tunisia." V.Popov participated in numerous international conferences, also being a head of the Russian delegations.
