Graduated from the Moscow Engineering Physics Institute. Holds a Ph.D. degree in Technical Sciences.
Worked at the Russian Ministry of Foreign Affairs, including overseas postings at the Russian embassies in the USA and Argentina. Was Chief Specialist at the Russian Aviation and Space Agency, Advisor to the Russian Federation (RF) Minister of Education and Science, Director of the Department of Strategy and High-Yield Projects at the RF Ministry of Education and Science and Deputy Minister of Education and Science. Rector of the Far Eastern Federal University (2012–2016)
