Graduated from the Kazan Aviation Institute, the Maurice Thorez Moscow State Pedagogical Institute of Foreign Languages and the Diplomatic Academy of the USSR Ministry of Foreign Affairs (MFA). Doctor of Sciences (Politics), professor.

Worked in various engineering and executive capacities at the Zhukovsky Central Aerohydrodynamic Institute.

At one time, Deputy Chairman of the USSR Committee of Youth Organizations.

Served as diplomat in the USSR, then Russian, MFA.

From 1995 to 1999, Deputy Prime Minister of the Republic of Tatarstan — Plenipotentiary Representative of the Republic of Tatarstan to the President of the Russian Federation.

Worked as head of Department of Liaison with the Federal Assembly, NGOs and Religious Associations of the apparatus of the RF Government; Russian Ambassador to Uzbekistan; head of the Federal Agency on CIS affairs; Special Representative of the Russian Federation President on Relations with the CIS countries.

From 2012 to 2018, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Moldova.

Since 2018, Deputy Chair of the Federation Council Committee on Foreign Affairs.
