Graduated from the Ordzhonikidze Military Training School of the Internal Troops of the Ministry for Internal Affairs of the Russian Federation, the M.V. Frunze Military Academy and the Military Academy of the General Staff of the Armed Forces of the Russian Federation. Doctor of Economics. Member of the Russian Academy of Natural Sciences.

Served in all positions in the Internal Troops of the Ministry for Internal Affairs, from Platoon Leader to Commander.

Performed duties in the area of the Chernobyl Nuclear Power Plant disaster. 

1990–1992: Head of the Internal Troops Directorate in the North Caucasus and Transcaucasia.

February–July 1995: Commander of the Joint Group of Federal Forces to Restore Constitutional Law and Order and Suppress the Activities of Illegal Armed Formations on the Territory of the Chechen Republic and the North Caucasus.

July 1995: appointed Minister of the Interior of the Russian Federation.

February 1997: appointed Deputy Prime Minister of the Russian Federation, Minister of the Interior of the Russian Federation. Member of the Defence Council of the Russian Federation and the Security Council of the Russian Federation

1999: appointed Chairman of the Organizing Committee on the Creation of the World Anti-Criminal and Anti-Terrorist Forum, an international non-governmental organization.

2001: named Chairman of the Board of the World Anti-Criminal and Anti-Terrorist Forum.

Elected to the third and fourth convocations of the State Duma of the Russian Federation (2000–2003 and 2004–2007, respectively.

Member of the Expert Council of the Collective Security Treaty Organization.

President of the Club of Military Leaders of the Russian Federation.

Author of several books and more than 280 scientific papers and publications.

Recipient of state awards and honorary titles.
