Ambassador Extraordinary and Plenipotentiary of the Russian Federation.

Graduated from the Moscow State Institute of International Relations (MGIMO) of the USSR Ministry of Foreign Affairs. Holds a Ph.D. degree in Law.

Served in the USSR Ministry of Foreign Affairs, then as Soviet Ambassador to Egypt, and the USSR Permanent Representative in the U.N. and in the U.N. Security Council.

In 1990-1992, was Deputy Minister of Foreign Affairs of the USSR, responsible for relations with the countries of the Middle East and Central Asia.

In 1992-1998, served as Russian Ambassador to Canada.

Has authored several books and articles on international relations.
