On December 21-22, 2015 Shanghai hosted the conference “Russian-Chinese Dialogue: 2016 Model” organized by the Russian International Affairs Council (RIAC) and Fudan University.

The Russian delegation was headed by Sergei Luzyanin, RIAC member and Acting Director of RAS Institute for Far Eastern Studies (IFES), and RIAC Program Director Ivan Timofeev, and included experts specializing in the study of China's foreign policy and other international issues, namely Deputy Director of the Institute of Asian and African Studies at the Moscow State University Andrei Karneev; RIAC Deputy Program Director Timur Makhmutov; Chief Research Fellow of RAS IFES Vladimir Petrovsky; Senior Research Fellow of the Center for East Asian and SCO Studies at MGIMO University Igor Denisov; RIAC Program Manager Lyudmila Filippova; and IFES external PhD student Yuri Kulintsev.

The Chinese side at the discussion was represented by Feng Yujun, Director of the Institute of Russian Studies of the Chinese Academy of Contemporary International Studies; Prof. Shi Ze, China Institute of International Studies, a think tank of the Foreign Ministry; Wang Haiyang, Leading Researcher at the Energy Strategy Research Center of the Chinese People's University; Sheng Shiliang, Head of the Russian Sector of the Institute of Social Development of Eurasia at the Center for Development Studies under the State Council (PRC); Piao Yanfang, Adviser to the Department of Eastern European and Central Asian Affairs of the Chinese Foreign Ministry; Yan Chang, Deputy Director of the Center for Russian Studies of East China Normal University; other representatives of Fudan University, the Academy of International Trade and Economic Cooperation under the Ministry of Commerce of China, the Chinese Academy of Social Sciences and Shanghai International Studies University. The Chinese side was headed by Zhao Huasheng, Director of the Center for Russia and Central Asia Studies of Fudan University.

Apart from traditional issues for the discussion of Russian-Chinese relations (economy, energy, human dimensions of bilateral cooperation, the role of the SCO in countering security threats, interaction between the EEU and the Silk Road Economic Belt et al.), the agenda included the recent changes in world politics (dissemination of ideas of the Islamic State, Russia’s new initiative on establishing economic partnership between the EEU, the SCO and ASEAN, entering the yuan into the list of the world reserve currencies).

During the discussion, the experts noted not only an unprecedentedly high level of cooperation between Moscow and Beijing, but exchanged views on problems in Russian-Chinese relations, and made a number of proposals and recommendations for promoting the strategic partnership between the two countries. The conference was held within the framework of the joint RIAC and Fudan University project, whose results will be published in the second annual report next spring.
