The RIAC held a meeting of experts, on 25 September 2012, on 'Expansion of Russian banks into Central Asia: risks “political instability”, opportunities “regional integration projects”'.

The seminar moderator was Ivan Safranchouk, Deputy Director, Institute of Contemporary International Studies, Diplomatic Academy, Foreign Ministry of Russian Federation.

RIAC Programme Director Ivan Timofeev opened the session. Among the attendees were: Boris Cherkassky, senior vice-president, director for strategic planning, ZAO NSD non-profit organisation; Elena Kuzmina, head, sector for economic development of post-Soviet states, Centre of Post-Soviet States Studies, Institute of Economics, RAS; Adjar Kurtov, editor-in-chief, National Strategy Studies magazine, Russian Institute of Strategic Studies; Eduard Djagitian, leading researcher, Institute of financial and economic studies, Finance University (Russian Government); Boris Heifets, senior researcher, Institute of Economics, RAS.

The meeting agenda included:

  • Long-term and mid-term political trends in the entire region and individual countries.
  • Potential for Russian banks’ operation in the region.
  • Risks for Russian banks’ in the region – environment and competitors.
  • Russian banks and integration projects in the region.
  • Russian banks vis-à-vis the activities of Western and Asian players in the region.
  • Russian banks GR and PR in the region – Russian banks’ positioning in the region considering the main local political and social trends.
  • Ways and means to minimise the political risks in the region and adjustment to potential political changes.
  • Ways and means to promote Russian banks in the region.

An analytical report will be prepared following the discussion.
