On October 11, 2016 the Russian International Affairs Council in cooperation with the EastWest Institute and with support from Microsoft held an international seminar “Russia-US Cooperation to Combat Cybercrime and Protect Critical Infrastructure.”

On October 11, 2016 the Russian International Affairs Council in cooperation with the EastWest Institute and with support from Microsoft held an international seminar “Russia-US Cooperation to Combat Cybercrime and Protect Critical Infrastructure.”

The experts’ discussion at the seminar focused on the issues of cooperation to combat cybercrime and cyber terrorism, protection of critical infrastructure, cyber attacks attribution, as well as ability of business community and government agencies to coordinate their efforts to ensure cyber security. Apart from making important observations on existing problems in relations between the two countries in this area, the participants put forward a number of proposals to promote cooperation. The seminar was held against the backdrop of escalating tension in Russia-US relations due to US official representatives’ claims that Russian hackers had hacked internal emails from members of the Democratic Party.

The seminar was attended by Andrey Krutskikh, Special Representative of the President of the Russian Federation on International Cooperation on Information Security; Vladimir Ovchinsky, Adviser to the Minister of Internal Affairs of Russia, as well as representatives of academic institutions (IMEMO, ISKRAN, ISRAS), universities (Moscow State University, MGIMO), NGOs (PIR Center, RAEC) and the business community (ICANN, Microsoft, Group-IB, CISCO).

RIAC was represented by its President Igor Ivanov; RIAC Director General Andrey Kortunov; Andrey Kolosovsky, Director of Legal and Corporate Affairs at Microsoft Russia, Ambassador Extraordinary and Plenipotentiary of the Russian Federation and RIAC member; RIAC Deputy Program Director Timur Makhmutov, and RIAC Website Editor Maria Smekalova.

The EastWest Institute was represented by its President and Chief Executive Officer Cameron Munter and Senior Vice President Bruce McConnell.

As a follow-up to discussion, RIAC and the EastWest Institute plan to prepare a joint document, reflecting the Russian and the American view on the problems discussed.
