On July 9, 2012 as part of the RIAC Roadmap for International Cooperation in the Arctic a seminar on International Cooperation in Emergency Response, Search and Rescue in the Arctic Ocean was held.

The meeting of experts was attended by the Head of International Law Department at Moscow State Institute of International Relations MSIIR (University) under the Ministry of Foreign Affairs of the Russian Federation Mr. Vylegzhanin, Deputy Director of the international activities of the Russian Emergencies Ministry Mr. Veselov, specialist for the training regulations of the Ministry of Natural Resources and Ecology of Russia Mr. N.Sadovnikov, professor of international law at MSIIR (University) MFA of Russia Mr. Yuri Maleev, Head of Navigation and Oceanography of the Russian Federation Ministry of Defence Mr. A. Shemetov, professor of International Law at MSIIR (University) of the Russian Federation Ministry of Foreign Affairs Mr. P. Savaskov, Head of the Office of the President of Russia on foreign policy Mr. E Zhudro , Deputy Permanent Representative of the Republic of Sakha (Yakutia), representing the President of Russia Mr. F Sleptsov, Professor of international relations and Foreign Policy at MSIIR (University) MFA of the Russian Federation Mr. A. Zagorski, the representative of the Russian Geographical Society, Mr. A. Bochkov, and graduates of MSIIR (University) of the Russian Federation Ministry of Foreign Affairs.

The meeting was opened by the RIAC Program Director Mr. I. Timofeev.

Participants of the workshop discussed the most topical issues of interstate cooperation in responding to emergencies in the Arctic zone of Russia. In the view of the assembled experts, in the Arctic there should be a comprehensive system of protection for the population and territories in emergency situations, a key component of which must be the creation by the Ministry of Emergency Situations (MES) of ten emergency centers to reduce risks. The experts stressed the need for the appropriate training of Military units and border troops of the Russian Federal Security Service based in the Russian Arctic. Participants also gave their assessment of the existing legislative framework in terms of its responding to emergencies in the region, with particular emphasis on international cooperation projects under development in this area. The participants also highlighted the most pressing challenges now facing Russia in the field of preventing and responding to emergencies in the Arctic.
