On November 6, 2018, Russian International Affairs Council (RIAC) held a conference in Moscow on «International and Social Consequences of Using Artificial Intelligence Technologies».

The event consisted of three sessions focusing on the role of artificial intelligence (AI) technologies in transformation of international relations, the impact of artificial intelligence on international security, and the ethical, legal, and social implications of using artificial intelligence technologies.

The conference brought together experts in artificial intelligence, experts in international affairs, the military, business representatives, government and public figures, and journalists.

On November 6, 2018, Russian International Affairs Council (RIAC) held a conference in Moscow on «International and Social Consequences of Using Artificial Intelligence Technologies».

The event consisted of three sessions focusing on the role of artificial intelligence (AI) technologies in transformation of international relations, the impact of artificial intelligence on international security, and the ethical, legal, and social implications of using artificial intelligence technologies.

The conference brought together experts in artificial intelligence, experts in international affairs, the military, business representatives, government and public figures, and journalists.

Vyacheslav Trubnikov, Member of the board of directors of the Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO RAN), General of the Army, Ambassador Extraordinary and Plenipotentiary of the Russian Federation; Andrey Kolosovsky, Director of Legal, Corporate, and Outreach Affairs at Microsoft Russia, Ambassador Extraordinary and Plenipotentiary of Russia, RIAC Member; and Andrei Sobolevski, Director of the Institute for Information Transmission Problems (IITP) of the Russian Academy of Sciences, Head of the Department of Technologies for Complex System Modelling, HSE, Professor of the Russian Academy of Sciences and HSE; made opening remarks.

The first session of the Conference was devoted to the influence of artificial intelligence on the transformation of international relations. The following issues were discussed in the framework of the session: the technological race in the area of AI, the impact of AI technologies on the world economy and the development of international trade, as well as the Russian, Chinese, and American strategies for AI development.

The second session focused on security issues. Participants presented reports about nationalism in the area of AI, the use of AI in conventional weapons, lethal autonomous systems, and cyber security.

The third session was devoted to ethical, legal, and social issues related to the use of AI. The participants discussed the implications of using AI for the global labor market, the prospects for creating good AI, legal regulation of AI, moderation of living systems by artificial intelligence, and other issues.

At the conference RIAC also made a presentation of the Working Papers «International and Social Consequences of Using Artificial Intelligence Technologies».
