On April 9, 2021, RIAC took part in the panel of the International Studies Association (ISA) on the topic “Economic Sanctions in a Changing Geopolitical Environment: Disciplinary Perspectives and International Boundaries”.

On April 9, 2021, RIAC took part in the panel of the International Studies Association (ISA) on the topic “Economic Sanctions in a Changing Geopolitical Environment: Disciplinary Perspectives and International Boundaries”.

The panel addressed the following questions:

  • What are the main theoretical approaches to analyzing sanctions?

  • What are the main motives for sanctions to be imposed?

  • What are the effects of US extraterritorial sanctions on third parties?

  • Why is there an increasing divide amongst EU members over the effectiveness and legality of sanctions as well as the ongoing dispute over the humanitarian and economic consequences for both recipients and senders?

  • Does the EU’s foreign policy prove to be ‘independent’ when it comes to the application of sanctions?

  • What are the main strategies of governments and businesses under sanctions?

  • What are the effects and mechanisms through which sanctions operate?

At the panel session, the Russian International Affairs Council was represented by Ivan Timofeev, RIAC Director of Programs, who made a report on the “European Sanctions Paradox: Why is Europe Vulnerable to the U.S. Enforcement and What Does it Mean for the U.S. Sanctions Efficiency?”
