Russia-Brazil Relations: Political Rapprochement and Economic Development

Russia-Brazil relations constitute a case of incomplete cooperation, in which political ambition and normative convergence coexist with fragmented and contingent material outcomes. Despite recurring moments of rapprochement since the end of the Cold War, bilateral engagement has yet to consolidate into a sustained and consolidated strategic partnership. Yet, alongside this political volatility, the economic dimension has followed a different trajectory, becoming increasingly stable, pragmatic, and grounded in specific sectors such as fertilizers, energy, and nuclear technology. This working paper analyzes the main challenges to bilateral cooperation, proposes options for overcoming them and evaluates the existing opportunities for strengthening collaboration.
