On September 19–21, 2018 Moscow hosted IV International Conference “Migration and International Law”. The event was organized by Russian International Affairs Council (RIAC), Russian Presidential Academy of National Economy and Public Administration (RANEPA), and International Committee of the Red Cross (ICRC).

Andrey Kortunov, RIAC Director General; Valentina Kazakova, Deputy Chief of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia; Magne Bart, Head of International Committee of the Red Cross (ICRC) Delegation in the Russian Federation, Belarus, and Moldova; Vladimir Malakhov, Director of the Center for Theoretical and Applied Political Science at RANEPA; Aleska Simkic, Deputy Head of Delegation — Chargé d'affaires of the European Union to Russia; and Anne-Elisabeth Ravetto, acting representative of the UN Refugee Agency; opened the plenary session of the Conference.

Traditionally, the conference brought together representatives of state authorities, diplomats, and prominent representatives of the Russian and foreign academic and expert community involved in the study of migration processes, well-known human rights activists, and representatives of civil society organizations. Representatives of IOM, ICMPD (International Center for Migration Policy Development), International Federation of Red Cross and Red Crescent Societies, scientists and experts from Great Britain (University of Leicester and University of Southampton), the Netherlands (the Transnational University), France (University Paris 13) and other states also took part in the event.

The participants of the Conference discussed the issues of global management of migration processes, the issues of the correlation of international and national law in the regulation of migration, the legal aspects of labor migration, as well as assistance to refugees and internally displaced persons, the moral and ethical bases of the legal regulation on international migration.
