At the stage of evolution .Where it would not be feasible to rely on classic laparoscopic instruments to read the facts in the era of post-modernism In order to understand the framing variables and transformations in renewable reality of international relations. These data reflect the nature of the relationship between nature and culture which evolved according to the following: 1- it is the era of the dominance of nature on culture, to the era of manufacturing (the era of the dominance of the manufacturing culture on nature) .2- Here we are now in an era in which exhausted nature and its recovery is being artificially under the slogan: preserving the environment as a form of culture.so, Does the reality of contemporary international relations has moved today into a new era title: from the culture and go back to the culture?????
