Graduated from the National Research Nuclear University (Moscow Engineering Physics Institute). Ph.D. in Physics and Mathematics.

1981–2004: worked in various positions at MEPhI, the Russian Institute for Strategic Studies, the Permanent Mission of the Russian Federation to the UN in New York and the Embassy of the Russian Federation in the United States.

2004–2005: Aide to the Minister of Education and Science of the Russian Federation.

2005–2008: Director of the Department of Scientific, Technical and Innovation Policy at the Ministry of Education and Science of the Russian Federation.

2008–2010: Deputy Minister of Science and Education of the Russian Federation.

2010–2012: Director of the Department of Science, High Technology and Education of the Government of the Russian Federation.

2012: Head of the Presidential Directorate for Science and Education Policy.

Author of several scientific works and creator of a number of inventions.
